Emergency Shelters

Food Assistance Programs
Food Assistance Programs are available throughout the city of Pittsburgh. 

Utility Assistance
Individuals that are on a fixed income or that are behind on utility payments can contact their utility company to
arrange a payment plan.  Most utility companies have Energy Assistance Programs (EAP’s) that low-income
individuals with a temporary financial crisis may be able to access. 

Community Agencies
Some of the small communities in Allegheny County have a designated center for general services that are
available within the community.  Services vary from one community to the next and may include recreation and
after-school activities, counseling, parenting resources, food pantry, housing referral, utility assistance, and
material resources.

Re:solve Crisis Network
Re:solve Crisis Network is a partnership between Allegheny County and Western Psychiatric Institute and
Clinic of UPMC.  Residents of Allegheny County can call the crisis hotline 1-888-796-8226, 24-hours/day,
7 days/week
. If you do not live in Allegheny County, you can still call  1-888-796-8226 and ask about a

CONTACT Pittsburgh
24-hour suicide and crisis intervention hotline that is available for individuals that are suicidal, in emotional
distress, or in need of information and referrals.  Calls are answered by professionally trained volunteers that
provide supportive listening and referrals when necessary.  Services provided by CONTACT Pittsburgh are free,
anonymous, and confidential.

United Way HelpLine
The United Way is a non-profit agency that provides information and referrals to health and human service
agencies and support groups.  The United Way HelpLine is available for crisis situations and for general
information. Both phone numbers listed below will connect to the HelpLine. For general information, please call
Monday-Friday from 8:30am – 4:30pm. Crisis calls are answered 24-hours a day, seven days a week.

Diagnostic and Evaluation Center (DEC) at Western Psychiatric Institute & Clinic
The DEC at Western Psychiatric Institute & Clinic (WPIC) is available 24 hours a day,7 days a week, for
psychiatric emergency and crisis intervention.  Services include psychiatric emergency evaluations, walk-in
crisis therapy, referral to outpatient providers, and facilitation of inpatient admissions.
