Richard G. Frank, Ph.D.
Leader: Economic Team
Richard G. Frank, Ph.D. is the Margaret T. Morris Professor of Health Economics in the Department of Health Care Policy at Harvard Medical School, as well as a Research Associate with the National Bureau of Economic Research. Dr. Frank is engaged in research in three general areas: 1) the economics of mental health care; 2) the economics of the pharmaceutical industry; and 3) the organization and financing of physician group practices.
Colleen Barry, M.P.P., Ph.D.

Colleen Barry, Ph.D., M.P.P. received her doctorate degree from the Department of Health Care Policy at Harvard Medical School in 2004 and is Assistant Professor of Medicine at Yale University. Dr. Barry has been a member of the economic team for the past two years. Dr. Barry's research interests include: 1) the effects of behavioral health parity regulations; 2) the economics of quality improvement in mental health care; and 3) political analysis of health care reform efforts. Prior to consulting to the program, she worked on a range of health policy issues as an analyst with the Massachusetts Division of Health Care Finance and Policy and with two public policy consulting firms in Washington, D.C.
Haiden A. Huskamp, Ph.D.

Haiden A. Huskamp, Ph.D. is an Assistant Professor of Health Economics in the Department of Health Care Policy at Harvard Medical School. Dr. Huskamp’s primary areas of research are: 1) the economics of mental health and substance abuse treatment; 2) the economics of the pharmaceutical industry; and 3) the financing of end-of-life care services. She has developed a body of research on the impact of managed care carve-outs for mental health/substance abuse services on utilization patterns and spending.
Thomas G. McGuire, Ph.D.

Thomas G. McGuire, Ph.D. is a Professor of Health Economics in the Department of Health Care Policy, Harvard Medical School. He has authored or edited three books and more than 100 published articles on health and mental health economics and policy. His paper "Optimal Health Insurance and Provider Payment" in the American Economic Review won the Arrow Award for the Best Paper in Health Economics, 1997. He has served as co-chair of four NIMH-sponsored conferences on economics and mental health. He is a member of the Institute of Medicine and an Editor of the Journal of Health Economics.
