David A. Pollack, M.D.

I am currently Associate Director, Public Psychiatry Training Program, and Associate Professor of Psychiatry, Oregon Health Sciences University (OHSU), Portland, Oregon.  

In the fall of 1998, I went to Washington, DC, to do a year-long Robert Wood Johnson Health Policy Fellowship, in which I worked in the Health Office of  Senator Edward Kennedy. My work in the Kennedy office included the development of health and mental health related legislation, constituent and lobbying activities, speech writing, and interactions with federal regulatory agencies.

In the fall of 1999, I returned to OHSU to resume faculty activities, most of which are mental health related administrative and policy consultations with state and county agencies, in addition to other training and academic activities. I continue to consult with various outside organizations, such as the Foundation for Accountability, the Mid-Valley Behavioral Care Network, and Senator Kennedy's Public Health Subcommittee Office.

I have been working as a community psychiatrist in Oregon for the past 24 years, having started out in a relatively small community mental health program right after completing my residency at OHSU in 1976. For nearly 11 years I was Medical Director at Mental Health Services West, a large community mental health center in downtown Portland. Over the years, I have developed interest in, written about, and done presentations at numerous meetings on various aspects of the following issues:

  • Community Psychiatry
  • Mental Health Delivery Systems
  • Psychopharmacology
  • Mental Health Care Financing
  • Psychodynamic Psychotherapy
  • Psychiatric Aspects of HIV
  • Psychosocial Aspects of the Arms Race
  • Mental Health Interface with Primary Care
  • Since 1989, I have been an active member of the Mental Health and Chemical Dependency Subcommittee of the Oregon Health Services Commission. My work on the Oregon Health Plan helped to shape how mental health services were integrated into that innovative health care reform project. The experiences derived from that work contributed to much of my subsequent work on health care reform and mental health policy. 

    In 1997 I co-edited and published with Kenneth Minkoff, a book, Managed Mental Health Care in the Public Sector: A Survival Manual, which is an attempt to address the revolution in mental health care delivery that we are currently experiencing. In 1999, another co-edited book was published addressing the issues of the interface between mental health and primary care, Advancing Mental Health and Primary Care Collaboration in the Public Sector.

    I am a member of the American Psychiatric Association and serve on the Joint Commission on Government Relations. I am an active member of the Committee on Psychiatry and the Community in the Group for the Advancement of Psychiatry.

    I have been a member of AACP since its inception and have been on the board since 1990. My work with AACP has been quite varied, with a strong emphasis on health care reform and delivery system issues. I currently chair of the Program Committee, which has responsibility for identifying and organizing topics and presenters on issues that are current and important to public sector mental health, and co-chair of the Primary Care Committee,. I am also on the Training, Research, Diversity, and Organized Care Systems Committees.
